- I doubt that it is your modem. The transfer rate you get is the slowest
- transfer rate of any of the links between your provider and the site the file
- is coming from. The MS sites are so bogged down most of the time that I
- seldom get more than 1.5 kb/sec when getting compressed files from them, and
- it's usually worse than that. You might want to try downloading a file from
- your provider's site. This should be a better test.
